Hamas Gaza ruler meets Egypt intelligence chief

CAIRO (AP) ? Egypt's state news agency says the Gaza Strip's Hamas ruler has met with Egypt's intelligence chief to discuss Palestinian reconciliation and the cease-fire between the militant group and Israel.

Ismail Haniyeh's met with Rafaat Shehata on Sunday, a day after arriving in Egypt. Egypt's Islamist President Mohammed Morsi mediated a cease-fire between Hamas and Israel last year.

Relations between Egypt and Hamas are high on the agenda. Hamas, a Palestinian offshoot of the Muslim Brotherhood ? the group from which Morsi hails ? has come under attack by some in Egypt who accuse it of harboring militants that operate in Egypt's Sinai Peninsula.

Hamas leader Khaled Mashaal is also in Egypt, where the group is expected to choose its next leader. Mashaal is a top candidate for the post.

EPA Finds Sweet Spot to Release Controversial Gas Rule

After facing election-year delays, the Obama administration on Friday announced a controversial rule that requires cleaner gasoline.

The environmental regulation, which seeks to reduce toxic air pollution by requiring lower levels of sulfur in gasoline, had all but disappeared from the regulatory process for most of last year as President Obama sought reelection: He didn?t want to be perceived as imposing regulations that could raise prices at the pump--one of the most potent political risks a campaign can face.

The administration finally found a political sweet spot to release the rule. It?s the Friday before Easter weekend, a time when few people are paying attention to the news. Gasoline prices have fallen over the last few weeks. A month ago, the average was $3.79 per gallon, according to AAA. Today it is $3.64. And perhaps most important, the administration is releasing the rule before the 2014 midterm election season (where 20 Democratic seats are up) gets under way.

Congressional Republicans and industry groups are blasting Obama for the rule nonetheless.

?With $4 dollar a gallon gas the norm in many parts of the country, we cannot afford policies that knowingly raises gas prices,? House Energy and Commerce Committee Chairman Fred Upton, R-Mich., said in a statement.

Industry groups such as the American Petroleum Institute have charged that the rule could increase gas prices about 25 cents per gallon. The Environmental Protection Agency maintains that the increase will be no more than 1 cent.

OKLAHOMA CITY (AP) - Oklahoma's 50-year-old ban on horse slaughtering was lifted Friday when the governor signed a new law that will allow facilities to process and export horse meat, despite bitter opposition by animal rights activists.

Supporters argue that a horse slaughtering facility in Oklahoma will provide a humane alternative for aging or starving horses, many of which are abandoned in rural parts of the state by owners who can no longer afford to care for them. Gov. Mary Fallin also noted that horses are already being shipped out of the country, including to facilities in Mexico, where they are processed in potentially inhumane conditions.

According to the U.S. Department of Agriculture, more than 166,000 horses were sent to Canada and Mexico last year alone.

"In Oklahoma, as in other states, abuse is tragically common among horses that are reaching the end of their natural lives," the Republican governor said. "Those of us who care about the wellbeing of horses - and we all should - cannot be satisfied with a status quo that encourages abuse and neglect, or that rewards the potentially inhumane slaughter of animals in foreign countries."

She noted that law strictly prohibits the selling of horse meat for human consumption in the U.S.

Similar efforts are under way in other states, but not without controversy. In New Mexico, a processing plant has been fighting the U.S. Department of Agriculture for more than a year for approval to convert its former cattle slaughter operation into a horse slaughterhouse. In Nevada, state agriculture officials have discussed ways to muster support for the slaughter of free-roaming horses, stirring protests.

The Oklahoma legislation received bipartisan support and was approved by wide margins in both the state House and Senate. It also was backed by several agriculture organizations including the Oklahoma Farm Bureau, the Oklahoma Cattlemen's Association and American Farmers.

But animal rights groups fought hard against the plan, including the Humane Society of the United States. Cynthia Armstrong, the organization's Oklahoma state director, said she was disappointed.

"It's a very sad day for Oklahoma and the welfare of the horses that will be exposed to a facility like this," Armstrong said. "It's very regrettable."

In addition to animal welfare concerns, opponents have said slaughtering horses for human consumption could pose a threat to human health and safety. American horses are often treated with drugs and medications that are not approved for use in animals intended for food.

Horse slaughter opponents are pushing legislation in Congress to ban domestic slaughter, as well as the export of horses to other countries for slaughter. Many animal humane groups and public officials are outraged at the idea of resuming domestic slaughter. But others - including some horse rescuers, livestock associations and the American Quarter Horse Association - support the plans.

They point to a 2011 report from the federal Government Accountability Office that shows horse abuse and abandonment have been increasing since Congress effectively banned horse slaughter by cutting funding for federal inspection programs in 2006. They say the ban on domestic slaughter has led to tens of thousands of horses being shipped to inhumane slaughterhouses in Mexico.

Although there are no horse slaughtering facilities in Oklahoma, the Humane Society said the USDA has received an application for horse slaughter inspection permits from a meat company in Washington, Okla., about 40 miles south of Oklahoma City.

Fallin said her administration will work with the Oklahoma Department of Agriculture to ensure that any horse meat processing plant in the state is run appropriately, follows state and local laws, and does not pose a hazard to the community. The law takes effect Nov. 1.

"It's important to note cities, counties and municipalities still have the ability to express their opposition to processing facilities by blocking their construction and operation at the local level," the governor said.

Kenya court: Partial recount in presidential vote

NAIROBI, Kenya (AP) ? Kenya's Supreme Court on Monday ordered a recount of votes in some constituencies in the country's March 4 presidential election.

The court heard arguments from civil society groups and the legal team of Prime Minister Raila Odinga over what they charge were failures by the election commission to conduct a free and fair election.

The court will decide Tuesday where and how the recount of votes will be done. The petitioners and the respondents are to elect 10 people each to act as observers.

Kenya's electoral commission has been accused of lack of transparency by the opposition.

The court ordered the recount of votes in 22 of the country's 291 constituencies to see if any of the tallies exceed the number of registered voters, one of the complaints from Odinga's team. The court also ordered scrutiny of the 33,400 forms which were used to record election results.

More than 12 million Kenyans on March 4 voted in the country's first presidential election since a 2007 vote sparked weeks of tribal violence that killed more than 1,000 people. Kenyan officials have pleaded with the public to not react to this year's election with violence. So far only minor instances of election-related violence have been reported.

The election commission named Uhuru Kenyatta the winner of the election with 50.07 percent of the vote. Odinga has asked the court for a new vote to be held, citing numerous failures in the vote counting and voter verification systems.

One of Odinga's lawyers, Ochieng Oduol, asked the Supreme Court to order the Independent Electoral and Boundaries Commission to make computer server logs available to Odinga's team.

The day after the vote, early electronic returns were broadcast on nearly every Kenyan TV station. Then, sometime around midday on March 5, the counts suddenly stopped, a problem the IEBC blamed on a crash of the computer servers.

"The server was set up to fail and there was no intention to use the electronic data transfer," Oduol said when one of the judges asked him what he intended to show the court by gaining access to the logs.

Nani Mungai, the Independent Electoral and Boundaries Commission lawyer, said Odinga's lawyer had "woven a conspiracy theory" around the issue of the failure of the electronic registration and data transfer systems. Mungai asked the court to dismiss the request by Odinga's team.

One theory being put forth by Odinga's team is that the stoppage of the early return count allowed Kenyatta backers to change returns on the manual tallying sheets being transported back to Nairobi. Those changes would ensure that Kenyatta would clear the 50 percent threshold needed for an outright win, alleged George Nyongesa, the chief executive of a pro-Odinga group known as FORA.

The Odinga team is asking the court to order a new vote that would allow all eight presidential candidates to again contest the presidency. Kenya's constitution says the court must rule by Saturday.

Kenya had put high hopes that the electronic registration and identification of voters would eliminate allegations of rigging that sparked off protest in 2007 which degenerated into tribe versus tribe violence in which more than 1000 people died and 600,000 were evicted from their homes.

A 2008 government report examining the 2007 electoral process found that vote counts were changed by extensive perversion of polling, probably by ballot-stuffing, organized impersonation of absent voters, vote buying and/or bribery.

A further contributor and facilitator for manipulation at polling stations is the disturbing feature that in many instances (in the strongholds of both main political parties) effectively only the majority party was represented during polling and counting, said the report by the Independent Review Commission on the Dec 27, 2007 general elections.

The report said the system of tallying, recording, transcribing, transmitting and announcing results was conceptually defective and poorly executed.

The electoral commission had long since been aware of the need to revise the system fundamentally by introducing readily available information and communications technology, said the review commission. The commission failed to put in place such a system, concluded the report: "This contributed to the climate of tension, suspicion and rumor which fanned the violence."

Clean electricity from bacteria? Researchers make breakthrough in race to create 'bio-batteries'

Mar. 25, 2013 ? Scientists at the University of East Anglia have made an important breakthrough in the quest to generate clean electricity from bacteria.

Findings published today in the journal Proceedings of the National Academy of Sciences (PNAS) show that proteins on the surface of bacteria can produce an electric current by simply touching a mineral surface.

The research shows that it is possible for bacteria to lie directly on the surface of a metal or mineral and transfer electrical charge through their cell membranes. This means that it is possible to 'tether' bacteria directly to electrodes -- bringing scientists a step closer to creating efficient microbial fuel cells or 'bio-batteries'.

The team collaborated with researchers at Pacific Northwest National Laboratory in Washington State in the US.?

Shewanella oneidensis is part of a family of marine bacteria. The research team created a synthetic version of this bacteria using just the proteins thought to shuttle the electrons from the inside of the microbe to the rock.

They inserted these proteins into the lipid layers of vesicles, which are small capsules of lipid membranes such as the ones that make up a bacterial membrane. Then they tested how well electrons travelled between an electron donor on the inside and an iron-bearing mineral on the outside.

Lead researcher Dr Tom Clarke from UEA's school of Biological Sciences said: "We knew that bacteria can transfer electricity into metals and minerals, and that the interaction depends on special proteins on the surface of the bacteria. But it was not been clear whether these proteins do this directly or indirectly though an unknown mediator in the environment.

"Our research shows that these proteins can directly 'touch' the mineral surface and produce an electric current, meaning that is possible for the bacteria to lie on the surface of a metal or mineral and conduct electricity through their cell membranes.

"This is the first time that we have been able to actually look at how the components of a bacterial cell membrane are able to interact with different substances, and understand how differences in metal and mineral interactions can occur on the surface of a cell.

"These bacteria show great potential as microbial fuel cells, where electricity can be generated from the breakdown of domestic or agricultural waste products.

"Another possibility is to use these bacteria as miniature factories on the surface of an electrode, where chemicals reactions take place inside the cell using electrical power supplied by the electrode through these proteins."

Biochemist Liang Shi of Pacific Northwest National Laboratory said: "We developed a unique system so we could mimic electron transfer like it happens in cells. The electron transfer rate we measured was unbelievably fast -- it was fast enough to support bacterial respiration."

The finding is also important for understanding how carbon works its way through the atmosphere, land and oceans.

"When organic matter is involved in reducing iron, it releases carbon dioxide and water. And when iron is used as an energy source, bacteria incorporate carbon dioxide into food. If we understand electron transfer, we can learn how bacteria controls the carbon cycle," said Shi.

The project was funded by the Biotechnology and Biological Sciences Research Council (BBSRC) and the US Department of Energy.

Amniotic fluid 'may heal babies'

Amniotic fluid may hold the key to healing a fatal gut disease which affects premature babies, doctors say.

Severe inflammation, called necrotizing enterocolitis, can destroy the gut's tissues and lead to major organ failure.

Early animal tests, published in the journal Gut, showed that stem cells inside amniotic fluid could heal some of the damage and increase survival.

Further tests are still needed before it is tried in premature babies.

Babies born too soon are not ready for the world outside the womb and their guts are ill-prepared to deal with food. About one in 10 premature babies in a neonatal intensive care will develop necrotizing enterocolitis.

The inflammation can cause tissue death and lead to a hole in the baby's intestines which can result in a serious infection.

Breast milk can reduce the risks, but the only major treatment is surgery to remove the diseased tissue. However, 40% of those needing an operation will not survive.

"It is quite a problem and we think it is on the increase," said Dr Simon Eaton, from the Institute of Child Health at University College London.

He was part of a team investigating the use of stem cells, which are able to become any other type of cell in the body from nerve to bone, taken from the amniotic fluid which surrounds a developing foetus in the womb.

In experiments on laboratory rats, which are programmed to develop fatal necrotizing enterocolitis, injections of stem cells appeared to increase survival times.

Dr Eaton told the BBC news website: "We're able to prolong survival by quite a long way.

"What appears to be happening is a direct effect on calming inflammation and also stimulating resident stem cells in the gut to be more efficient at repairing the intestines."

The study, funded by Great Ormond Street Hospital Children's Charity, showed the intestines were also working better after the treatment.

Cancer risk?

Fellow researcher Dr Paolo De Coppi said: "Stem cells are well known to have anti-inflammatory effects, but this is the first time we have shown that amniotic fluid stem cells can repair damage in the intestines.

"Although amniotic fluid stem cells have a more limited capacity to develop into different cell types than those from the embryo, they nevertheless show promise for many parts of the body including the liver, muscle and nervous system."

Far more testing would be required to work out if the treatment would work in babies and if it would be safe.

The stem cells would have to be taken from a donor as it would not be practical to store fluid from every birth, just in case. This means there is the risk of rejection.

As the stem cells are capable of becoming other types of cells there is also concern that they may pose a cancer risk.

However, in the future doctors hope they could harness a drug instead.

"It's not the cells, they're delivering something and if we knew what that was then we could deliver that directly," said Dr Eaton.

Briefly: First chapter of official Jobs biographic manga goes on sale in Japan

A 14-page preview of the eponymous Steve Jobs manga was posted to the Web on Monday, with the first panels giving a look at how author Mari Yamazaki plans to to tell the tale of the late Apple co-founder.

Japanese manga publishing house Kodansha released the first images of "Steve Jobs," which were subsequently posted to Yahoo Japan's online bookstore, as the title's first chapter hit store shelves today in the April issue of the company's Kiss magazine, reports blog Crunchyroll. Interestingly, Kiss is a monthly Josei manga serial, or a publication targeting the young adult to adult female demographic.

Reportedly recognized as the official adaptation of Walter Isaacson's authorized biography, the comic is being penned by noted manga artist and winner of the Manga Taish? and a Tezuka Osamu Cultural Prize, Mari Yamazaki.

Told from Isaacson's point of view, "Steve Jobs" starts in 2004 with Jobs asking the biographer to write his life story. Isaacson, who previously wrote the biographies of Albert Einstein and Benjamin Franklin, waits to start work in earnest until Jobs' wife Laurene Powell-Jobs calls to break news that the tech guru is in the late stages of pancreatic cancer.

The remaining panels show Isaacson describing his first impressions of Jobs, an early interview session, and background that sets the stage for the manga's coming installations.

"Steve Jobs" will continue in Kiss next month.

BRUSSELS (AP) ? Cyprus avoided bankruptcy, and potential turmoil across the eurozone, by securing a last-minute 10 billion euro ($13 billion) bailout with promises to sharply cut back its oversized banking sector and make large bank account holders take losses to help pay much of the bill.

Negotiations into early Monday ended with approval of the deal by the 17-nation eurozone's finance ministers. The European Central Bank had threatened to cut off crucial emergency assistance to the country's banks by Tuesday if no agreement was reached.

Without a bailout deal by Monday night, the tiny Mediterranean nation would have faced the prospect of bankruptcy, which could have forced it to become the first country to abandon the euro currency. That would have sent the region's markets spinning.

"It's not that we won a battle, but we really have avoided a disastrous exit from the eurozone," said Cyprus' Finance Minister Michalis Sarris.

The eurozone finance ministers accepted the plan after hours of negotiations in Brussels between Cypriot officials and the so-called troika of creditors ? the International Monetary Fund, the European Commission and the ECB.

"We believe that this will form a lasting, durable and fully financed solution," said IMF chief Christine Lagarde.

To secure the rescue loan package, the Cypriot government had to find ways to raise 5.8 billion euros ($7.5 billion) on its own. The bulk of that money is now being raised by forcing losses on large bank deposit holders, with the remainder coming from tax increases and privatizations.

Cyprus must drastically shrink its banking sector, cut its budget, implement structural reforms and privatize state assets, said Jeroen Dijsselbloem, who chairs the meetings of the eurozone's finance ministers. The country's second-largest bank, Laiki, will be restructured, with all bond holders and people with more than 100,000 euros in their bank accounts there facing significant losses.

The measures are likely to deepen the recession in Cyprus.

The cash-strapped island nation has been shut out of international markets for almost two years. It first applied for a bailout to recapitalize its ailing lenders and keep the government afloat last June, but the political negotiations stalled. After a botched agreement last week, the European Central Bank threatened to cut off emergency assistance to the country's banks.

"We've put an end to the uncertainty that has affected Cyprus and the euro area over the past week," Dijsselbloem said.

That uncertainty around the tiny nation of about 800,000 had shaken the entire eurozone of 300 million people, even though Cyprus only makes up less than 0.2 percent of the eurozone's economy.

Several national parliaments in eurozone countries such as Germany must also approve the bailout deal, which might take another few weeks. EU officials said they expect the whole program to be approved by mid-April.

The country's second-largest bank, Laiki, will be dissolved immediately into a bad bank containing its uninsured deposits and toxic assets, with the guaranteed deposits being transferred to the nation's biggest lender, Bank of Cyprus.

Dijsselbloem said it was not yet clear how severe the losses would be to Laiki's large bank deposit holders, but he noted that it is expected to yield 4.2 billion euros overall ? or much of the money that Cyprus needed to raise to secure the bailout. Analysts have estimated investors might lose up to 40 percent of their money.

Large deposits with Bank of Cyprus above the insured level will be frozen until it becomes clear whether or to what extent they will also be forced to take losses, the Eurogroup of finance ministers said in a statement.

Dijsselbloem defended the creditors' approach of making deposit holders take heavy losses, saying the measures "will be concentrated where the problems are, in the large banks."

The international creditors, led by the IMF, were seeking a fundamental restructuring of the country's outsized financial system, which is worth up to eight times the Cypriot gross domestic product of about 18 billion euros. They said the country's business model of attracting foreign investors, among them many Russians, with low taxes and lax financial regulation had backfired and needed to be upended.

The drastic shrinking of the financial sector, the wiping out of wealth through the losses on deposits, the loss of confidence with the recent turmoil and the upcoming austerity measures all mean that Cyprus is facing tough times.

"The near future will be very difficult for the country and its people," acknowledged the EU Commission's top economic official, Olli Rehn. "But (the measures) will be necessary for the Cypriot people to rebuild their economy on a new basis."

Cypriot banks have been closed this past week while officials worked on a rescue plan, and they are not due to reopen until Tuesday. Cash has been available through ATMs, but long lines formed and many machines have quickly run out of cash.

Amid fears of a banking collapse, Cyprus' central bank on Sunday imposed a daily withdrawal limit of 100 euros ($130) from ATMs of the country's two largest banks to prevent a bank run by depositors worried about their savings.

The Cypriot government also approved a set of laws over the past week to introduce capital controls, in order to avoid a huge depositor flight once banks reopen.

Creditors had insisted that Cyprus couldn't receive more loans because that would make its debt burden unsustainably high. The IMF's Lagarde said Cyprus would now reach a debt level of about 100 percent of GDP by 2020.

A plan agreed to in marathon negotiations earlier this month called for a one-time levy on all bank depositors in Cypriot banks. But the proposal ignited fierce anger because it also targeted small savers. It failed to win a single vote in the Cypriot Parliament.

Cyprus' bid to secure more financial aid from its long-time ally, Russia, then failed, forcing it to turn again to its European partners. Russia was expected, however, to extend a 2.5 billion euro emergency loan granted last year, also lowering the interest rate due and extending then repayment schedule.

Experts: North Korea training teams of 'cyber warriors'

SEOUL, South Korea (AP) ? Investigators have yet to pinpoint the culprit behind a synchronized cyberattack in South Korea last week. But in Seoul, the focus remains fixed on North Korea, where South Korean security experts say Pyongyang has been training a team of computer-savvy "cyber warriors" as cyberspace becomes a fertile battleground in the standoff between the two Koreas.

Malware shut down 32,000 computers and servers at three major South Korean TV networks and three banks last Wednesday, disrupting communications and banking businesses, officials said. The investigation into who planted the malware could take weeks or even months.

South Korean investigators have produced no proof yet that North Korea was behind the cyberattack, and on Friday said the malware was traced to a Seoul computer. But South Korea has pointed the finger at Pyongyang in six cyberattacks since 2009, even creating a cyber security command center in Seoul to protect the Internet-dependent country from hackers from the North.

It may seem unlikely that impoverished North Korea, with one of the most restrictive Internet policies in the world, would have the ability to threaten affluent South Korea, a country considered a global leader in telecommunications. The average yearly income in North Korea was just $1,190 per person in 2011 ? just a fraction of the average yearly income of $22,200 for South Koreans that same year, according to the Bank of Korea in Seoul.

But over the past several years, North Korea has poured money and resources into science and technology. In December, scientists succeeded in launching a satellite into space aboard a long-range rocket from its own soil. And in February, North Korea conducted an underground nuclear test, its third.

"IT" has become a buzzword in North Korea, which has developed its own operating system called Red Star. The regime also encouraged a passion for gadgets among its elite, introducing a Chinese-made tablet computer for the North Korean market. Teams of developers came up with software for everything from composing music to learning how to cook.

But South Korea and the U.S. believe North Korea also has thousands of hackers trained by the state to carry its warfare into cyberspace, and that their cyber offensive skills are as good as or better than their counterparts in China and South Korea.

"The newest addition to the North Korean asymmetric arsenal is a growing cyber warfare capability," James Thurman, commander of the U.S. forces in South Korea, told U.S. legislators in March 2012. "North Korea employs sophisticated computer hackers trained to launch cyber-infiltration and cyber-attacks" against South Korea and the U.S.

In 2010, Won Sei-hoon, then chief of South Korea's National Intelligence Service, put the number of professional hackers in North Korea's cyber warfare unit at 1,000.

North Korean students are recruited to the nation's top science schools to become "cyber warriors," said Kim Heung-kwang, who said he trained future hackers at a university in the industrial North Korean city of Hamhung for two decades before defecting in 2003. He said future hackers also are sent to study abroad in China and Russia.

In 2009, then-leader Kim Jong Il ordered Pyongyang's "cyber command" expanded to 3,000 hackers, he said, citing a North Korean government document that he said he obtained that year. The veracity of the document could not be independently confirmed.

Kim Heung-kwang, who has lived in Seoul since 2004, speculated that more have been recruited since then, and said some are based in China to infiltrate networks abroad.

What is clear is that "North Korea has a capacity to send malware to personal computers, servers or networks and to launch DDOS-type attacks," he said. "Their targets are the United States and South Korea."

Expanding its warfare into cyberspace by developing malicious computer codes is cheaper and faster for North Korean than building nuclear devices or other weapons of mass destructions. The online world allows for anonymity because it is easy to fabricate IP addresses and destroy the evidence leading back to the hackers, according to C. Matthew Curtin, founder of Interhack Corp.

Thurman said cyberattacks are "ideal" for North Korea because they can take place relatively anonymously. He said cyberattacks have been waged against military, governmental, educational and commercial institutions.

North Korean officials have not acknowledged allegations that computer experts are trained as hackers, and have refuted many of the cyberattack accusations. Pyongyang has not commented on the most recent widespread attack in South Korea.

In June 2012, a seven-month investigation into a hacking incident that disabled news production system at the South Korean newspaper JoongAng Ilbo led to North Korea's government telecommunications center, South Korean officials said.

In South Korea, the economy, commerce and every aspect of daily life is deeply dependent on the Internet, making it ripe grounds for a disruptive cyberattack.

In North Korea, in contrast, is just now getting online. Businesses are starting to use online banking services and debit cards have grown in popularity. But only a sliver of the population has access to the global Internet, meaning an Internet outage last week ? which Pyongyang blamed on hackers from Seoul and Washington ? had little bearing on most North Koreans.

"North Korea has nothing to lose in a cyber battle," said Kim Seeongjoo, a professor at Seoul-based Korea University's Department of Cyber Defense. "Even if North Korea turns out to be the attacker behind the broadcasters' hacking, there is no target for South Korean retaliation."

Amniotic fluid stem cells repair gut damage

Mar. 24, 2013 ? Stem cells taken from amniotic fluid were used to restore gut structure and function following intestinal damage in rodents, in new research published in the journal Gut. The findings pave the way for a new form of cell therapy to reverse serious damage from inflammation in the intestines of babies.

The study, funded by Great Ormond Street Hospital Children's Charity, investigated a new way to treat necrotizing enterocolitis (NEC), where severe inflammation destroys tissues in the gut. NEC is the most common gastrointestinal surgical emergency in newborn babies, with mortality rates of around 15 to 30 per cent in the UK.

While breast milk and probiotics can help to reduce the incidence of the disease, no medical treatments are currently available other than surgery once NEC sets in. Surgical removal of the dead tissue shortens the bowel and can lead to intestinal failure, with some babies eventually needing ongoing parenteral nutrition (feeding via an intravenous line) or an intestinal transplant.

In the study, led by the UCL Institute of Child Health, amniotic fluid stem (AFS) cells were harvested from rodent amniotic fluid and given to rats with NEC. Other rats with the same condition were given bone marrow stem cells taken from their femurs, or fed as normal with no treatment, to compare the clinical outcomes of different treatments.

NEC-affected rats injected with AFS cells showed significantly higher survival rates a week after being treated, compared to the other two groups. Inspection of their intestines, including with micro magnetic resonance imaging (MRI), showed the inflammation to be significantly reduced, with fewer dead cells, greater self-renewal of the gut tissue and better overall intestinal function.

While bone marrow stem cells have been known to help reverse colonic damage in irritable bowel disease by regenerating tissue, the beneficial effects from stem cell therapy in NEC appear to work via a different mechanism. Following their injection into the gut, the AFS cells moved into the intestinal villi -- the small, finger-like projections that protrude from the lining of the intestinal wall and pass nutrients from the intestine into the blood. However, rather than directly repairing the damaged tissue, the AFS cells appear to have released specific growth factors that acted on progenitor cells in the gut which in turn, reduced the inflammation and triggered the formation of new villi and other tissues.

Dr Paolo De Coppi, UCL Institute of Child Health, who led the study, says: "Stem cells are well known to have anti-inflammatory effects, but this is the first time we have shown that amniotic fluid stem cells can repair damage in the intestines. In the future, we hope that stem cells found in amniotic fluid will be used more widely in therapies and in research, particularly for the treatment of congenital malformations. Although amniotic fluid stem cells have a more limited capacity to develop into different cell types than those from the embryo, they nevertheless show promise for many parts of the body including the liver, muscle and nervous system."

Dr Simon Eaton, UCL Institute of Child Health and co-author of the study, adds: "Once we have a better understanding of the mechanisms by which AFS cells trigger repair and restore function in the gut, we can start to explore new cellular or pharmacological therapies for infants with necrotizing enterocolitis."

Skydive instructor, student killed in Fla. jumps

ZEPHYRHILLS, Fla. (AP) ? An investigation has opened into the weekend deaths of a skydiving instructor and a student, both from Iceland, who died during jumps with a group in Florida, a law enforcement official said.

The two men took part with 20 other people Saturday in skydiving jumps from a plane in Zephyrhills, about 30 miles northeast of Tampa, said Pasco County sheriff's spokeswoman Melanie Snow. They were reported missing, touching off an hours-long search Saturday.

Snow said the air-and-ground search began when only 20 of the 22 skydivers returned from their jumps late Saturday morning. The bodies were discovered by spotters from the air early Saturday evening in woods south of the Zephyrhills Municipal Airport.

Snow would not comment on whether the parachutes of the skydivers had opened. She said that was part of the investigation.

Snow identified the victims as 41-year-old instructor Orvar Arnarson and 25-year-old student Andrimar Pordarson. No hometowns were given. The men jumped separately, not in tandem, Snow said.

She added that the men were reported missing on their third round of jumps about 10:30 a.m. Saturday and that their bodies were spotted later after search teams scoured a large area, focused mostly south of the municipal airport.

She said the teams were instructed to look for the men and their chutes, one green-and-white and the parachute blue-and gray.

Authorities said the skydivers were part of a jump outing through Skydive City in Zephyrhills.

Nothing will bring Robbie and Alissa Parker's 6-year-old daughter back, but learning more about the shooter who took Emilie?s life at Sandy Hook Elementary might help ease their pain.

That mission led the grieving parents to a recent face-to-face meeting with the gunman?s father.

"I felt strongly that I needed to tell him something, and I needed to get that out of my system," Alissa Parker told CBS News. "I felt very motivated to do it, and then I felt really good about it and prayed about it. And it was something that I needed to do."

Peter Lanza?s estranged son, Adam, shot and killed 20 first-graders and six adults at Sandy Hook Elementary in Newtown, Conn., on Dec. 14. The 20-year-old gunman committed suicide as police were closing in. Adam also killed his mother, Nancy Lanza, at their home before going to the school. His parents had divorced in 2009 after a long separation.

Reported motives for the rampage have focused on Adam?s mental health, his obsession with violent video games and a fascination with mass killers.

The Parkers, who didn?t reveal what Peter Lanza shared with them during their emotional meeting, said there are still a lot of unknowns, but that they don?t hold him responsible.

?Were there missteps in the raising of his son? Possibly,? Alissa Parker told CBS News in the exclusive interview.

Some have pointed fingers at Nancy Lanza for reportedly not seeking more help in dealing with Adam?s social and psychological struggles and allowing him to be near guns.

?Looking from the outside in, it?s hard to not think that there were things that she could have seen,? Alissa Parker said. ?Do I think it was her fault? I?m sure that there were things that she?s going to have to be accountable for, but again, it?s not my burden to carry.?

The Parkers said they weren?t mad at Peter Lanza. Instead, they believe he holds the keys to preventing another similar tragedy.

?I wanted to tell him that there was a lot of hope and opportunity to gain from this,? Allisa Parker said. ?Because there was information and things to be learned from what happened, and without his cooperation, it would go nowhere.?

The day after his daugther?s death, Robbie Parker showed compassion for the shooter?s family, telling reporters, ?I can't imagine how hard this experience must be for you and I want you to know that our love and our support goes out to you as well."

A spokesman for Peter Lanza told Yahoo News that Robbie?s ?emotionally brave gesture? help set the tone for the parents to meet.

?There was a deep level of appreciation, that given the Parker family?s trauma, that they would still see fit to reach out to Peter,? said Errol Cockfield, the spokesman.

Automotive Conspiracy Theories and Urban Legends | The Truth ...

Is there something about cars and car companies that make people tend to believe that there are all sorts of conspiracies keeping us from driving the car of all our dreams? I ask the question because I can think of at least a half dozen urban legends, conspiratorial glosses put on actual events, and outright conspiracy fantasies that are or have been popular among car enthusiasts and the general public.

I suppose the grandaddy of them all is the 200 mile per gallon carburetor but there are many others. The EV equivalent to the Fish carb would be Nikola Tesla?s radio wave powered experimental Pierce Arrow. The theorists tell us that were it not for the car companies buying up patents to keep those technologies away from their competitors, we?d have access to those technologies. Somehow the idea that the owners of that intellectual property would exploit it for commercial and competitive purposes seems to be lost on those that believe these tall tales. In some versions, of course, it?s the nefarious oil companies that are suppressing technologies that would threaten their profits.

A related conspiracy theory has to do with John D. Rockefeller and Prohibition. Rockefeller was in the petroleum business, first making a fortune selling kerosene, which was used for lighting. When Edison, Westinghouse, Steinmetz and Tesla made it possible for electricity to be used for power and lighting, Rockefeller, looking for a use for a toxic and almost explosive refinery byproduct he?d been throwing out, started to encourage its use as a fuel, converting the stationary powerplants in his refineries from steam to gasoline and, according to some historical sources, subsidizing the sale of gasoline engines to farmers, who were a primary market for stationary engines, to run farm equipment.

Now the above paragraph is historically reliable, at least to my own satisfaction. However, it took me a while to get the information. You see, when I started to enter [Rockefeller, gasoline engines] into a search engine, the first two pages of results were almost all about how John D. Rockefeller was the head of a conspiracy that led to the United States adopting Prohibition. It seems, according to the conspiracy theories, that Rockefeller put his money behind prohibiting drinking alcohol because he wanted to suppress ethanol as a fuel, which could, theoretically, compete with gasoline.

Another quasi conspiracy theory also involves gasoline and alcohol. It?s related to General Motors? and DuPont?s development of tetra-ethyl lead as a gasoline additive to prevent pre-ignition knocking and allow the use of more powerful higher compression engines. In the late teens and early 1920s, before the large oil deposits in Saudi Arabia and elsewhere in the Mideast were discovered, there were concerns about running out of petroleum. ?Peak oil? is not a new concept. Casting about for alternative fuels GM?s Charles Kettering started looking into gasoline/ethanol blends, which can have reduced octane due to phase separation and the ethanol absorbing water, so they started looking into ways of boosting octane. GM and the DuPont chemical company were joined at the hip for much of the 20th century and a joint research project ended up with the development of leaded gasoline. In the meantime, new petroleum deposits were discovered and tetra-ethyl lead ended up as an octane booster for gasoline. Where the conspiracy theories start is at just how much GM and DuPont suppressed information about the dangers of leaded gas.

So there is some basis in fact for some of the conspiracies, but then the Talmud teaches that no lie can be believable without some grain of fact. Failed EV entrepreneur Ed Ramirez has claimed for decades that his Amectran EXAR-1 was foiled by a conspiracy at the Environmental Protection Agency. I happen to think that Ramirez started believing his own PR, but the idea that a bureaucrat or government agency might kill a promising technology is not that far fetched. Getting back to General Motors, not only did they supposedly conspire to give us all lead poisoning, but the big automaker also allegedly conspired to eliminate environmentally sensitive electric streetcars, so they could make money selling polluting city buses.

Sometimes the conspiracies just percolate in the public mind. Other times they get a boost from Hollywood. Lots of car companies have failed. You don?t need a conspiracy to have the cards stacked against a startup car company. Literally thousands of car companies have gone belly up, and Preston Tucker?s business plan had some big holes in it, so the Tucker company?s failure was no surprise. According to some Tucker faithful, and amplified by Francis Ford Copolla?s film, though, Tucker didn?t fail because he bit off way more than he could chew, with a car that had to be developed on the fly, he failed because the Big 3 got Washington to go after him for securities fraud.

Natural climate swings contribute more to increased monsoon rainfall than global warming

Natural swings in the climate have significantly intensified Northern Hemisphere monsoon rainfall, showing that these swings must be taken into account for climate predictions in the coming decades. The findings are published in the March 18 online publication of the Proceedings of the National Academy of Sciences.

Monsoon rainfall in the Northern Hemisphere impacts about 60% of the World population in Southeast Asia, West Africa and North America. Given the possible impacts of global warming, solid predictions of monsoon rainfall for the next decades are important for infrastructure planning and sustainable economic development. Such predictions, however, are very complex because they require not only pinning down how manmade greenhouse gas emissions will impact the monsoons and monsoon rainfall, but also a knowledge of natural long-term climate swings, about which little is known so far.

To tackle this problem an international team of scientists around Meteorology Professor Bin Wang at the International Pacific Research Center, University of Hawaii at Manoa, examined climate data to see what happened in the Northern Hemisphere during the last three decades, a time during which the global-mean surface-air temperature rose by about 0.4?C. Current theory predicts that the Northern Hemisphere summer monsoon circulation should weaken under anthropogenic global warming.

Wang and his colleagues, however, found that over the past 30 years, the summer monsoon circulation, as well as the Hadley and Walker circulations, have all substantially intensified. This intensification has resulted in significantly greater global summer monsoon rainfall in the Northern Hemisphere than predicted from greenhouse-gas-induced warming alone: namely a 9.5% increase, compared to the anthropogenic predicted contribution of 2.6% per degree of global warming.

Most of the recent intensification is attributable to a cooling of the eastern Pacific that began in 1998. This cooling is the result of natural long-term swings in ocean surface temperatures, particularly swings in the Interdecadal Pacific Oscillation or mega-El Ni?o-Southern Oscillation, which has lately been in a mega-La Ni?a or cool phase. Another natural climate swing, called the Atlantic Multidecadal Oscillation, also contributes to the intensification of monsoon rainfall.

"These natural swings in the climate system must be understood in order to make realistic predictions of monsoon rainfall and of other climate features in the coming decades," says Wang. "We must be able to determine the relative contributions of greenhouse-gas emissions and of long-term natural swings to future climate change."
